In the wake of recent organizational changes announced by Secretary of Defense Chuck Hagel, the Office of the Secretary of Defense has made a series of “resources neutral” adjustments to the personnel and authorities of the Office of the Undersecretary of Defense for Intelligence, Pentagon officials told the Daily Report. Congress has directed OSD to review how operational its various directorates are and to cut back on the use of deputy undersecretary titles within OSD, Pentagon spokesperson Navy Cdr. Amy Derrick-Frost said. Included in the changes, which take effect Jan. 6, 2014, is the redesignation of deputy undersecretary of defense positions (excluding the principal deputy undersecretary, Marcel Lettre) in OUSDI as “directors for defense intelligence.” Other changes include the addition of a fourth DDI for technical collection and special programs to strengthen oversight of the National Security Agency, National Geospatial Intelligence Agency, Defense Intelligence Agency’s science and technology chop, and other special programs. The department’s ISR task force is now also merged into an “ISR operations directorate,” while human intelligence, “national programs directorates,” and sensitive activities are now combined into a single office to strengthen oversight of clandestine activities, Derrick-Frost noted.
