The Air Force Intelligence, Surveillance, and Reconnaissance Agency plans to name its headquarters building at Lackland AFB, Tex., for retired Maj. Gen. Doyle Larson, who was the first commander of Electronic Security Command. Larson started his Air Force career in 1951, training as a Russian linguist. He served for 32 years in various staff and command positions in the communications security and intelligence arena, finally commanding Air Force Security Service and overseeing its transition into ESC, a major command. Larson served as Air Force Association National President (1996-98) and Chairman of the Board (1998-2000). (The dedication took place July 27.)
A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
