Ash Carter became deputy defense secretary during a private swearing-in ceremony at the Pentagon Thursday. He replaced Bill Lynn, who stepped down after serving in that role since February 2009. Carter has been the Pentagon’s acquisition executive since April 2009 and has played a leading role in the Pentagon’s drive to shed overhead and operate more efficiently. The Air Force has embraced new technical approaches like open mission systems and rapid software updates for cutting-edge aircraft like the B-21 and Collaborative Combat Aircraft. Increasingly, though, the service is also working to apply these to its older, “legacy” aircraft, officials said this week.
