Air Force Secretary Michael Wynne, in a new Letter to Airmen, exhorts airmen to take “advantage of every opportunity to increase” their knowledge so they can “develop and exploit new technologies and tactics.” He uses the term “knowledge-enabled airmen” to describe generations of innovative airmen who continued to learn throughout their careers.
A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
