The fact that Russia has named the US a threat in a national security document doesn’t change Chairman of the Joint Chiefs of Staff Marine Gen. Joseph Dunford’s view of the Russian threat, he said Jan. 4 in Stuttgart, Germany. The American military “has always been focused on Russian capability development,” Dunford said, according to a Pentagon news release. Dunford also told reporters he is looking at the US military’s command and control construct, to find the best way to deal with 21st century challenges. “The nature of war doesn’t change, but the character of war does, and our command and control construct needs to keep pace to the character of war,” he said, according to another DOD release. “We’re going to look broadly at the unified command plan and agree as a team that we make recommendations to the Secretary of Defense, and subsequently the Congress, for changes that will allow us to move forward.” Dunford arrived in Germany on Jan. 3 to meet with Gen. Philip Breedlove, commander of US European Command, and Army Gen. David Rodriguez, commander of US Africa Command.
