Air Education and Training Command installed Maj. Gen. Irving Halter Jr. as commander of 19th Air Force last week during a ceremony at Randolph AFB, Tex. AETC chief, Gen. William Looney, oversaw the flag transfer from Maj. Gen. Marc Rogers to Halter, who had been serving as vice superintendent at the US Air Force Academy. Rogers is slated to become vice commander of US Air Forces in Europe.
The emphasis on speed in the Pentagon’s newly unveiled slate of acquisition reforms may come with increased near-term cost increases, analysts say. But according to U.S. defense officials, the new weapons-buying construct provides the military with enough flexibility to prevent runaway budget overruns in major programs.
