Gen. Carl A. “Tooey” Spaatz is designated Commanding General of U.S. Army Air Forces, succeeding Gen. Henry H. “Hap” Arnold. Spaatz would go on to become the first Chief of Staff of the Air Force when it became an independent service.
A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
