Senator Would Delay Pay Portion of NSPS: Sen. George Voinovich (R-Ohio) plans to introduce legislation that would delay full introduction of the Pentagon’s National Security Personnel System. He wants DOD to implement the new performance appraisals portion before it begins to align performance with pay. Voinovich told attendees at a forum hosted by the Council for Excellence in Government and the Washington Post that he wants to ensure that he wants to employ the crawl-walk-run approach instead of running out the gate. The Pentagon already has begun implementation for some personnel, even while it is engaged in a legal battle with unions.
