Defense Secretary Donald Rumsfeld, writing in an op-ed article in the Los Angeles Times, says he worries “about the lack of perspective in our national dialogue.” He acknowledges that his remarks before two veterans service groups recently “generated much discussion” and provides the Web site link for anyone to read his remarks for themselves. A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
