Plans to reduce the Army Guard and Air Guard continues to spur bipartisan action around the country. On Capitol Hill, Senators are trying to use a nonbinding resolution to encourage the Administration to have second thoughts. According to the National Journal, the plan by resolution-leaders Sen. Lindsey Graham (R-S.C.) and Sen. Ben Nelson (D-Neb.), the chairman and ranking member of the Senate Armed Services Personnel Subcommittee, is to get out ahead of the Administration’s release next week of the 2007 defense budget and QDR.
A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
