President Calvin Coolidge signs the Air Commerce Act, the cornerstone of the federal government’ s regulation of civil aviation. The act charges the Secretary of Commerce with fostering air commerce, licensing pilots, issuing and enforcing air traffic rules, certificating aircraft, establishing airways, and operating and maintaining aids to navigation.
