Promotion Rate for Senior Master Sergeant Dips for First Time in Five Years

The Air Force will promote 11.07 percent of eligible master sergeants to senior master sergeant this year, a decline from last cycle that snaps a four-year streak of increases.

Out of a pool of 13,315 eligible individuals, 1,474 new E-8s were selected, according to an Air Force release.

The promotion list will be available on the Air Force Personnel Center website on March 5 at 8 a.m. Central Time. Air Force members can access their score notices on the virtual Military Personnel Flight via OKTA.

The promotion rate has now hovered between 10 and 11 percent since 2023.

This year saw fewer candidates promoted from a smaller eligible pool than last year. In 2025, the service promoted 1,635 Airmen out of 14,041 eligible, for a rate of 11.64 percent, the highest since 2018.

Since 2010, rates have fluctuated from as low as 6.74 percent in 2014 to as high as 13.78 percent in 2012.

Higher retention, due in part to economic uncertainties created by the COVID-19 pandemic, led to particularly challenging promotion cycles in 2020-2022.

The strains on the promotion cycle for E-8s crested in 2021, when the senior enlisted rate was below 7 percent, with only 1,194 candidates out of 17,017 promoted to senior master sergeant.

Air Force officials say retention has returned to historical levels, and that’s reflected in a shrinking pool of eligible master sergeants. The 13,315 in this cycle is the fewest in eight years.

In 2022, the service cautioned all noncommissioned officers—especially from grades E-5 to E-7—to brace for lower-than-average promotion rates. That resulted from enlisted grade structure revisions and high retention. Quick promotion tracks were leading to a paucity of experience in the lower enlisted ranks and resulting in more senior ranks than was the historical norm. Over the next few years, many ranks saw their lowest promotion rates in years, if not decades.

Leaders said the distribution should improve by 2025, and enlisted promotion rates have generally started returning to normal.

Senior master sergeant is the second-highest enlisted rank in the Air Force, falling below only chief master sergeant. Federal law authorizing military rank structure requires that E-8 pay grades across the military services cannot exceed 3 percent of the enlisted personnel on active duty.
