According to the latest Gallup poll, Americans say the war in Iraq, not disaster relief operations, is the most important problem facing the country. However, the percentage that worries about the war is down from 27 percent last month to just 16 percent in September. Gallup says that is the lowest number in a year. A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
