The Chair of the Senate Armed Services Personnel Subcommittee said he “was surprised” that the Quadrennial Defense Review would advocate such cuts “at this time” with Guard and Reserve forces “asked to do more, not only in war, but also in homeland defense and homeland security and disaster response.”
