The White House on Thursday released the Obama Administration’s National Security Strategy, dated May 2010. According to an entry on the White House blog that posted the document, the new strategy “lays out a strategic approach for advancing American interests, including the security of the American people, a growing US economy, support for our values, and an international order that can address 21st century challenges.” It goes on to say, “The response systems and international architecture of the 20th century, designed for another time, are buckling under the weight of these new threats.” In his introduction, President Obama writes: “Time and again in our nation’s history, Americans have risen to meet—and to shape—moments of transition. This must be one of those moments.” (NSS 2010, caution large file)
A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
