According to Brig. Gen. Dana Born, the US Air Force Academy is in the midst of a plan that will bring “the most sweeping change in the academy’s 50-year history.” Called the Officer Development System, its intent is “to build officers of character in an incremental fashion by giving each cadet increasing leadership responsibilities,” said Born, who is the academy’s first woman dean of faculty. At the “heart” of the ODS model, she said, is “integrity and mutual respect.”
A new report from the Government Accountability Office calls for the Pentagon’s Chief Technology Officer to have budget certification authority over the military services’ research and development accounts—a move the services say would add a burdensome and unnecessary layer of bureaucracy.
